check the ground wires on each side of the rad. if there is a poor ground it will cause all kinds of electrical problems, like the wipers turning on,lights not working, transmission not engaging to name a few.

I use to put cardboard on the glass under the wipers, leaving the wipers laying on the cardboard to hold it in place. If the wiper motor is working but not the wiper arms, unscrew the cowl piece just behind the hood ( the part that looks like a grill ) and see if the little plastic inserts that hold the wiper arms in place have dry-rotted or not.
