check the ground wires on each side of the rad. if there is a poor ground it will cause all kinds of electrical problems, like the wipers turning on,lights not working, transmission not engaging to name a few.

Just like any thing else, the result of your windshield wipers not working could be attributed to a number of things. The main two things I can think of is either your windshield wiper motor or your wiper transmission (yes, there is a transmission for your windshield wipers). Also, I'm not sure but there could possibly be a bad connection someplace...buts that's just a guess. The above said, start with checking the fuse.
well my friend, your windshield wipers work off of an electric motor powered by your battery which is charged by the alternator, hope this makes sense to you, if wipers arent working it may be a fuse or the electric motor. if your alternator belt is not on or your alternator isn't working your battery will bo dead pretty quick and your car wont start at all. hope i helped sharris@maplenet.net if you have any car questions
Did you try moving the wipers arms a notch or two so when they start they are not at the bottom of the windshield but rather an inch or so above the bottom edge of the windshield to make them sweep farther to the outside?

I use to put cardboard on the glass under the wipers, leaving the wipers laying on the cardboard to hold it in place. Unless it is raining, the cardboard does not get soggy, and does not freeze to the windshield and the wipers do not freeze to the cardboard. I lived in PA for 38 years so I have dealt with ice and snow. Then I wised up and moved here to Arizona. 70 degrees today..................sorry to tell you! You could also put a sheet of plastic between the wipers and windshield. You have to start with a dry windshield and wipers so the plastic or cardboard does not freeze to either.
If the wiper motor isn't working, check the fuse to start with, then the wiring connections. If the wiper motor is working but not the wiper arms, unscrew the cowl piece just behind the hood ( the part that looks like a grill ) and see if the little plastic inserts that hold the wiper arms in place have dry-rotted or not. They are available at your local dodge dealership and are pretty cheap.
I took a piece of electric wire and hook it to the motor of the windshield wiper and place it on any metal part of the car and it start working again someone told me that windshield wipers sometimes lt has to do with electrical ground . but any way it worked. loldianedj
bad fuse, relay, wiring, or motor... get a test light and start trieng stuff
I would start with testing the "park" switch inside the cover of the windshield wiper motor.
