It's unclear as what is actually being asked. To locate the anchor points of ANY seat belt follow the belt to the point where it is bolted into the anchor points located in the floor pan of the vehicle. Remove these bolts.
ANY frayed seat belt MUST be replaced. Fraying, cuts, or any other damage can and DOES make a seat belt fail. Think about this for a moment. $30 or so, OR your life..
