ASR- or anti slip regulation- is the first stage of traction control. (it later improved to the ESP electronic stabilization program).

ASR uses the anti lock brake sensors to determine if one drive wheel is spinning faster than another due to a loss of traction, over useage of the throttle, too much power for the road conditions, etc.

If a wheel spins more than 2.25 times than the other drive wheel, or is significantly faster than the opposing drive wheel, then the engine computer (ECU), will cut the throttle output until traction is regained.

In ESP equipped vehicles, the same thing happens, but ESP also adds braking pressure to an opposite wheel in the event of a slide to reposition the car through friction should any or all wheels lose traction. They use the Anti Lock sensors to pump the brake (without the driver doing so) up to 15 x per second.
