If the vehicle has a Gross Vehicle Weight Rating of 26,000 lbs. or less, is not carrying a quantity of hazardous materials which requires placards to be displayed, and is not a bus designed to transport more than 15 persons (including the driver), a CDL is not required.
In Illinois, a Class C drivers license requires a license in good standing. A written test must be taken involving three areas, large vehicle, air brakes and passenger endorsements. Then a road test in the appropriate vehicle is taken. At times a training certificate from a certified school is considered in lieu of the tests.
Whether a vehicle has air, hydraulic, or air-over-hydraulic brakes has zero determination on the class of license required to operate it.
In the US, the type of brake system has no role in determining what class of license is required to operate a vehicle.
Not for a Class C, unless you need to road test on a vehicle with air brakes.
Class C. Since the vehicle weighs less than 26,001 pounds you don't need a Class B CDL, but you can't put an air brake endorsement on a non-commercial driver's license so Class C it is. Make sure you bring a vehicle with air brakes to your road test; if you don't you'll receive a "no air brakes" limitation on your license. However, since a trolley is a rail vehicle, and not a road vehicle, it's likely you won't need a CDL for it, but will have to undergo company training to operate it.
To ride a 150cc scooter in Illinois you need a class L license. To ride anything greater than a 150cc displacement a class M license is required in Illinois.
There is no air brake endorsement. A CDL driver who does not complete and pass the written air brakes test AND complete and pass the road test in a vehicle equipped with air brakes gets a restriction prohibiting them from operating a commercial vehicle equipped with air brakes.
Need to know which jurisdiction you live in to answer this question. In the US, the presence of air brakes on a vehicle has no impact on the license class, and that would be determined by the Gross Vehicle Weight Rating of the vehicle. Most likely, you would need a Class B CDL for the vehicle you're describing.
You have to take and pass the written portion of the air brakes test, as well as be road tested on a vehicle with air brakes. There is no actual air brake endorsement - if you do not meet the criteria to be eligible to operate an air brake equipped vehicle, you get a restriction on your licence - L.
At a minimum, a Class C Commercial Drivers Licence with Passenger endorsement and no air brake restriction (if the vehicle is equipped with air brakes). If the vehicle has a GVWR of over 26,000 lbs (which is a bit unlikely with an 18 passenger vehicle), then a Class B CDL would be required, again with the Passenger endorsement and without a restriction on air brakes, if the vehicle were so equipped.
