Most likely not, but it depends on the start-up circumstances, and on the make and model year of the car.
If you car is newer (within the last 10 years ), the answer is almost certainly no.
If it is a cold idle problem, then it is certainly not the O2 (it's signal is not even used by the ECU in that mode).
Your problem is more likely a vacuum leak, injector problem, or throttle body/position sensor issue.
Do you have a "check engine" or "Service engine soon" light that is on ?
