I may be mistaken but don't double yellow lines usually run down the middle of a road? In which case no, you cannot park on or over a double yellow line, even if it is a delivery vehicle. Just because it is a delivery vehicle does not give it the right to block the flow of traffic, just like anything else. The only real plus as a delivery vehicle is you are not subject to many time limits and some restricted zones. Delivery drivers must still obey parking laws and are still subject to tickets for things such as parking next to a fire hydrant, too close to a stop sign, or in handicap spaces.

If I am wrong about the double lines going down the middle of the road and there is some other explanation or another place that they are found let me know.
