I'm not sure about Illinois but in Nevada virtually every dealer will require the following before considering selling a car to you. 1. Valid Driver License 2. Evidence of Liability Insurance 3. Parent/Guardian's official letter of consent if you're under 18. If you're buying from a private person say in response to an ad posted in the newspaper they aren't usually going to care if you have a license or even the required 15/30 insurance for that matter. What those people don't necessarily know is until the buyer gets insurance they are at risk of liability. That's why if I were selling a vehicle I would not let someone without the above have the keys unless it was being towed (or driven by a licensed driver with insurance). Some dealers might sell it to you without a license, but what you should keep in mind is without at least 1 fully (no permits, restricted, or temp licenses unless you live in Louisiana) licensed driver your registration application could be rejected.
