Yes, a speeding ticket in the state of Maryland will affect the points on your Pennsylvania license. Most states include out of state tickets on your record.
Yes, your points follow you wherever you go. The drivers license record bureau and social security number are linked all over the country.

I believe not. Points don't transfer state to state, unless they changed it. My mom got pulled over for speeding in VA and we live in FL. She never got any points. This is incorrect. Almost all states will report your speeding ticket to your home state and it will be treated just as if it was received in your home state. The states that I know that will not put an out of state ticket on your record are NY, PA and Colorado. In general you will get points and they can lead to a suspension of your license. In general it pays to contest all traffic tickets, in state or out.
Yes. Since points are added based on speed and type of violation, and not the location of the violation. The points are based off NC system, though, not VA system.
I live Maryland, I got a speeding ticket in VA last month. it doesn't show up in my record. The ticket will transfer for insurance rate increase but Maryland will not assess points against your license. It often takes 2 to 3 months for the records to be updated.

The halfway points are the points which mark the half distance covered by the flight. These lie in the mid of both the above mentioned places. These points change for different locations. Halfway points for the above mentioned places are - Pembroke, VA.
If it is VA ticketed on MD license, I am sure the points are not carried - but for the opposite, I am not sure. I heard that going to the court and pleading guilty could be helpful (record will be sent but no points).
