You actually have to be a resident of Washington in order to get a Washington licence. If you haven't established residence in the state of Washington, you won't be able to get one. If you have, then you simply go to the DMV with your Florida licence, social security card, another valid form of identification (passports are great for this), and proof of your current residence (such as a pay stub or utility bill).

If it was a New York or a Michigan ticket, the answer would be YES. Because it is a Florida ticket, the answer is NO - for now. That may change in the future.
