Find the relay. Take a test light (you may need to insert a back probe or paper clip to make contact). Check for power at the 30 pole. That should always be hot, at least with the key in the 'accessory' position. If you have power there, put it to the 86 pole while someone keys the car on. You should have power with the key in the 'start' position. If these both check out, run a jumper wire from the 30 pole to the 87 pole... the starter should engage at this point. If it doesn't, you've either got a faulty starter or a bad ground.
