You have to get it from the owner that last had the title in his name.
Lien it. If it has a license plate take the number to the DMV and they have forms that you fill out, and must be sent certified mail to the last registered owner. It varies by State, in California they have (I think, may be 60 days) 90 days to respond, the last owner will either claim it, make a statement they have no interest in it, or if there is no response or the last owner has no interest in it, after the 90 days you can then lien it and register it in your name

In some states, the Seller of a can sign a special DMV form which transfers ownership where there is a lost title (Transfer of Ownership and Request for New Title). This document must be signed by the last owner of record and does NOT have to be notarized.

Proboblay Not! I Think It's The Law To Purchase Cars With Titles File for a lost "Pink Slip" through the DMV. They send a certified letter to the last owner of record if there is no reply over a specific time frame they issue you a new title for the vehicle.
I don't mean to pry, as I can't actually answer your question. I just wanted to let you know that the DMV is giving you the "run around" and not the "round around." Personally, I think each person who works at the DMV is instructed how to give the "run around." The only useful piece of advice I can give is that you should refer to the title as a "salvage" title and not a "junk" title. ----
You can only get a duplicate title if you are the last registered owner of the vehicle, and you must get it from the state in which it was issued.
Most states include the name and (provided) address of the previous owner of a car on the front side of the title.
A title release would mean the last "purchaser" or owner would have to "sign off" on the title and any liens (if any) would have to be satified to do this. I've never heard of a release title card. Not sure if they exsist.
Depending on what state you live in....you must file the paperwork with the issuing authority. Here in Pa the DCNR will check to see if there ever was a title holder then send notice that you are attempting to title it and investigate as to why the title was never transferred. If the original title owner does not reply, a new title in your name will be issued. But again, each state may be different
