The two hoses that run thru the firewall into the heater core should both be hot. Check them with your hand; you may need to flush/replace your heater core. I hope this helps you. Mark
You have to drop the steering column and pull the dash. Then after locating the heater core case below windshield you have to cut out a piece with a Dremel. After replacing the heater core you have fun putting everything back together..(use plastic weld to seal the case back up).in other words don't do it yourself it is a huge pain.
On all chevys that year 1979-1988 It's Not Fun. Step 1. Remove heater hoses from core under hood. 2. Remove glove box door inside. 3. Take off all 5 heater mounting nuts under the hood. 4.Remove defroster hood on front of heater inside . 5 Gently pull heater unit back and down. 6. Remove all control cables from heater and mark them. 7. Then you can take heater core out of heater casing by removing 4 srews from case where core is. 8. remove front and back retainer straps from core. Reverse to put it back in.

Then go to the engine bay and right below the heater core hoses there are two nuts that are on the fire wall remove these. go back into the vehicle and give the dash a slight tug. make sure when disconnecting wires from anywhere mark the on each side of the plug or you will have a nightmare of wires that could go anywhere. Remome all the heater hoses that may be in the way and in the middle of your console on the dash ther lies your heater core wrapped in a box take the 2 screws off the top and pull out the core. Replace and put your car back together.
