That has to be one of life's mysteries. In all the years that I have had a car and sold it, I have never seen that car again. I think they must go to another state sometimes.
But, in order to find it, one would need access to the MVD computers, which is most likely severely restricted. Rights of privacy also enter the picture here - the new owners probably do not desire to have contact with a previous owner anyway.

It should be on the fan shroud. If not draw one before taking off th3 old one. If it is off, go to a used car lot and find a like car and draw your own schematic.
If the car is still in state and the owner has not opted out the state can run the VIN and tell the current owner. In Kansas it's the Dept. of Revenue that does it, it may be another branch in other states.

Why don't you go find your own financing. It is not his responsibility, it is yours. You are the one buying the car.
