Preferably, have it towed to a garage where it can reach a warm enough temperature to thaw the fluid in the radiator. It's possible the radiator isn't completely frozen, just the hoses connecting it to the engine. Try using a hairdryer on the radiator hoses (don't hold too close to the rubber hose) with the radiator cap off so you can see whether the fluid is becomming liquid. In either case, don't try starting the engine until you're reasonably sure it has thawed and be prepared for a leak to develop (have a large drip pan ready beneath) as the frozen fluid becomes liquid again since the metal tubing inside the raidiator can be damaged by the frozen liquid expanding. Same for hoses.
