Its on the side of the dashboard on the drivers side. You have to open the door, and on the said of the dash (the part hidden by the closed door) there is a black cover you can pop off and that will show the fuse panel. There is also a Fuse/Relay panel under the steering wheel, but you have to take off the plastic knee bolster part.

To take off a panel door on a 1998 Volkswagen Passat, first, remove any screws securing the panel, typically found near the door handle and along the edges. If you are referring to the interior of the door I have had to do this lately on my 90 Passat. There are just a few screws on each end of the panel. Just remove them and slowly slide the panel off, lifting upwards. Be careful because the power window connection is still connected. Unplug this and the panel is removed.
in my passat they're inside the dash. open the drivers side door. on the left side of the dash (the part that actually touches the drivers side door when the door is shut) there is a panel that is removable. take that off. behind the fuses you will see the relays.
As you open the driver side door, on the side of the dashboard there is a cover that you can pull off. the fuse box is there.
disconnect the battery and try to open manually from inside
On the 2001 Passat, the fuses and relays are located on the driver-side of the dash right where the door touches it. It is behind a plastic panel which can be pulled off to access the fuses. Pull off panel and there is a guide to the fuses (fuse card) and a tool for pulling them out.
it's fuse #33 (15A)in the fuse panel at the side of the dash (driver side, open door and pull panel cover off).
its by the passenger door, under the glove compartment. the bit that is hidden when the door is closed. it might have a sticker saying "airbag" on the panel. if you lift the panel off, the fuses are there behind the panel.
Nobody knows.. Or they wont tell you... Have to take it to the mazda dealer...
On my 1999 Passat GLS, the fuse panel is on the left side of the dash, facing the driver's door. Use a screw driver at the bottom of the cover panel to pry it off and expose the fuses. The fuse panel cover has a fuse puller and card that diagrams the fuse locations with their purpose.
