IS THE FUSE IN IT BLOWN? If not get a battery and a test light. You will probably have to cut the fuseable link out. touch one wire end to the battery and make a circuit with it, if the test light doesn't light up and the fuse isn't blown it is bad
This is most likely caused by a blown fuse in the Cherokee. Check the fuses one by one in the fuse box to find the blown one.
take the fuse out and look for the filimate to be broken or take a 12 volt test light and with the car switched on check both ends of the fuse if only one end lights up then the fuse is blown.
Use a multimeter to check if the fuse is still conducting current. Set the multimeter to read Ohms and place one lead on one end of the fuse. Put the other lead on the other side and see if there is a reading. If there is, the fuse is whole. If there is no reading, the fuse is blown.

Swap a "dead" light with one that you know isn't blown. Jiggle the connectors/wires. See if you have a blown fuse (box will be under hood, or under steering column). Use a volt meter to check for power on the headlight fuse.
I believe the question should be what is a BLOWN fuse and why should you never replace it with a penny? A blown fuse would be one that has been over stressed and has burnt out or blown out to protect the wiring or other part of the circuit. A penny would bypass the fuse which is the safety measure in the circuit. Bypassing a fuse could cause a fire or serious damage to the device.
Fuse #63 is blown. It's the only one on the back of the fuse box.

Accessory Fuse. If you have a manual, it'll tell you exactly which access. fuse it is if you have more than one, otherwise, resort to the old pull and look method. In case you don't know how to tell if the fuse is blown, there's a metal arch in the fuse, and if the arch isn't complete, the fuse is blown.
