You can not actually locate a vehicle with a VIN number without access to law enforcement or DMV databases. A service like Carfax will tell you the general location it was last registered at.

That is all the digits that was needed up until 1981 when the 17 digit VIN replaced the 13 digit.
Assuming you are talking about a 13 digit vehicle vin, The year is identified by the 10th digit and starting from 2000 to 2009 the 10th vin digit went up from 0 to 9 depending on the year, so if the 10th vin digit is 7 than it is a 2007 this is only true for north American vehicles as European and Asian vehicles have a different system.
