If the heater still works the bulb is just burn out. I doubt you can change the light you will have to replace the switch.

It could be that the gears under the seat that move the seat are stripped. If the gears are stripped I would take the whole seat out of the Car and replace the Frame that the Seat bolts on to and the Gear Box is attached to the frame also.
