By law, this must be done by a shop which is certified to do such work. This operation requires the AC system to be opened up, which requires evacuation of refrigerant from the system. This is where it must be done by an ASE certified tech, in order to prevent release of refrigerant into the atmosphere. Additionally (and if you're correct about it being a TXV system) the receiver-drier will have to be replaced, as well.
The 98 Blazer doesn't have a Thermal Expansion Valve... it has a fixed orifice tube.
The expansion valve, on your 1998 Honda Accord, is located just before the thermostat housing. You can follow the water hose from the radiator to the expansion valve.
Take it to an a/c man. He has the knowledge and tools to do it.

That's your EGR valve flow is insufficient. Replace the EGR valve.
A 1998 Dodge Ram does not have EGR.

I don't know about the 96', but for the 98' and 2000 it is located on the top of the valve cover on the passenger side near the back. Just pull the hose out and replace the valve on the end. .
