make sure when you replace the pads, you repack the wheel bearings, replace the grease seals, set proper tension on the bearings, and resurface or replace the rotors
To replace a spoke on a bicycle wheel, you will need to remove the tire and tube, loosen the spoke nipple, remove the broken spoke, insert the new spoke, and tighten the nipple to the correct tension. Finally, reassemble the wheel and adjust the spoke tension to ensure it is true and straight.
If it is like my 97 transport, 6 cylinder, the way to change the belt is as follows: Locate the tension wheel near the center of the pulleys. Using a 3/8 inch rachet (without a socket), place the end into the square hole of the tension wheel. Using the rachet, push the wheel towards the firewall to loosen the tension on the belt. Remove the belt and release the tension. Follow the diagram to replace the belt reversing the process. Make sure the grooves in the wheels line up with the belt grooves.
To replace a spoke on a bike wheel, you will need to remove the tire and tube, then remove the damaged spoke and replace it with a new one of the same length and gauge. You will also need a spoke wrench to adjust the tension of the new spoke. Finally, reassemble the wheel and ensure it is true and properly tensioned before riding.

The tension pulley should have a bolt that holds it on, allowing you to replace the unit.
There is a tension adjustment on the driver side just forward of the rear wheel.
