In the 1st gen neon 95-99 the bottom cushion there are 2 clips that are located under the outer seats just pull up on both sides then pull it out. As for the seat back you'll need a T50 Torx head to remove the buckles and then all you will need to do is lift it straight up. and it should come right out. But beware on my neon the bolts were so rusty I had to use an impact wrench to get it out.
