Try threading a wire (coat hanger etc.) or low pressure air through drain
The later models (2003 (I think) on) do not have a drain cock. The manual says to remove the lower radiator hose at the radiator. Nice touch, GM!

the drain plug is located on the bottom of the engines oil pan. The oil filter is located on the side of the engine, it looks like a large Campbells soup can.
The evap itself is about $100.

If it is water and not engine coolant, it would probably be condensation from the AC evaporator because the AC drain is plugged with debris.If it is engine coolant, you have a leaky heater core.
The 2003 Chevrolet Cavalier radiator drain petcock is located on the bottom of the radiator. The drain will be towards the right side of the radiator.

It's on the engine side firewall, about centerline between driver and passenger. May have to remove all the black plastic air ducting for the engine to see the drain. Trace the heater and air conditioning lines to where they go through the firewall. Look below the cluster of these four lines and you'll see something that looks like the spout of a water pitcher made of black plastic - this is the evaporator drain "line" exit point. It's about 3/8" diameter with a flapper type check valve behind it.
