Surprisingly - while a judge can take away your drivers license and your driving privileges, they do NOT have the power to order the DMV to issue you one, restricted or otherwise. You can file a hardship petition with the DMV and request a DMV hearing at which you can set forth your reason for wanting/needing one.

A revoked license means the license was taken away. A restricted license means someone still has a license, but is limited in what they can do with it. For example, a person cannot legally drive with a revoked drivers license, but might be able to legally drive to and from work with a restricted license.
If its your own permit or license, quite possibly ... if you are trying to track someone else's license or permit, most likely not as that information would be restricted due to privacy laws.

Why would you even want to consider a question like this? If a person is restricted to driving only in the daytime that means their license is not valid after dark. If you allow someone to drive when they do not have a valid license they may not be covered, they certainly are not legally driving. Also, the driver must be listed on the policy as a driver and you have to have given the company all their information like their drivers license, date of birth, driving record, etc.
As long as someone who has a drivers license is also in the car at the same time.
