Private sales of used cars pay only the PST. Used cars bought from Dealers pay both PST/GST (the dealers are providing a service - go figure).
Most new car dealers make very little money on the actual sale of a vehicle. They all have to stay competitively priced with each other, so they charge about the same. The profit usually comes in with financing and accessories. Used cars are a different matter, as everyone pays different prices for their stock.
