Try popping off the cover at the bottom of the wiper. There should be a 15mm sized nut(I think). Make sure this nut is tightened down good. If that doesnt work then the linkage has come undone.

It depends upon the weight being carried. For an average sized person, (up to 165 lbs) with no windshield, it can go up to 75 mph. If you add a windshield, and the rider weighs up to 200 lbs, it will only go about 60 mph.
