In California your insurance is verified at registration time. To my knowledge, red light cameras do not check this as it's already checked when you register the vehicle. If you are pulled over by a cop, you're in one big fat heap of trouble, though - impounded vehicle, suspended license, fine of $500 plus the cost of towing and impound, assuming you can get your car back. (Hint: if you can afford to get your car out of impound, you can afford insurance. Which essentially means if they pull you over you're going to lose your car.) If you really can't afford insurance, then do yourself a favor, and do not commit any moving violations. None. Really. Read and memorize the California Driver's Handbook from the DMV, and live by the letter of it until you can afford insurance. Seriously! No cell phones, no distractions, check your taillights, don't screw up! If you're getting busted by red light cameras, you're driving in a way that you WILL get pulled over if you don't change.
