You are seeing pop up ads because you are 1) using a browser that does not have an effective integrated pop up blocker, and 2) not using a stand alone pop up blocker. To stop them you can either use a reputable stand alone popup blocker and/or switch to a browser such as Firefox that will block them for you.
When you place your mouse over it, "Privacy Report" should come up. When you click it you can go to your privacy settings. From there you can unblock websites and do other thing like that.

There are programs that will stop a pop-up banner from appearing. One way you can avoid them is to check the settings on your antivirus software and/or firewall to block them.
The problem is that its not internet explorer thats giving you the pop up messages- its the website that your on. short answer- you cant.
