The best way to clean chrome is with a piece of fine mesh steel wool. It works great when cleaning chrome trim, bumpers, or wheels as long as it stays dry. If it gets wet, it tends to smear the dirt or brake dust and is sort of counter productive. It still cuts through grime when wet, but you then have to go back and dry it, which can leave streaks. You can also use a metal polish afterwards, but the steel wool does a great job of shining so it isn't entirely necessary.
