Call a local attorney for state specific advice. I see a lease as a contract and with the same rights and obligations. IOW, the landlord id right. Your brother only got the apt. because of YOUR credit rating.

I don't think so. Sounds like there's a new loan agreement not requiring a cosigner, so you should be out of the picture. If the person you cosigned for has been keeping up with the payments for 4 years, that should be enough to establish him as reliable.

No because you applied for the loan with YOUR credit. For whatever reason (you have the right to find out why) the dealership decided you were too big of a risk to be granted the loan you requested. The purpose of the cosigner is that in case you mess up your cosigner will be responsible for the loan.
