If the party leaves a note keep the note. This is a person who accepts their responsibility and is kind enough not to just leave you hanging. I truely hate those who leave the scene of an accident. I hit someone pulling into a parking lot a couple of years back and it took me an hour or so to find them in Sam's Club. But I stayed until they came out of the store. You will just need to contact the person and make sure they notified their insurance company of the incident and is proceeding with the claim. Often times, people who bang someone in the parking lot think they can just pay a couple hundred out of their pocket to fix the damages but that's usually not the case. Get their information before you give them estimates.
leave a note with your info or call the police
If you don't have car insurance and someone hits your parked car, the other driver is generally responsible for the damages if they are at fault. You can file a claim against their insurance for repairs, but without your own insurance, you may face challenges, such as higher repair costs or legal fees. It's also important to note that the other driver may not have insurance or sufficient coverage, which could complicate the situation further.
Only if it can be proven that your vehicle hit their vehicle.
If you mean bicycles, then I would say, that they shouldn't be parked between cars at all. If you run over someone's bike, then park the bike somewhere else, write a note, leave a call back number and stick it on the bike
B - leave a note
It all depends. Both you and the car that is double parked are responsible. when you do hit a car that is double parked, and the person is not at his/her car, make sure you leave a note saying that you hit his/her car. why leave a note? ITS AGAINST THE LAW TO LEAVE A CRIME SCENE!!!!!!!!!!!
Leave a polite note on a scrap paper appologizing.

Leave a note with your name and number if you can't find the owner.
Leave a note with your name and number at the very least, possibly call the police to be safe.
