Is it bad to buy a car from a car dealership near an ocean or any large body of water?

I would not buy a car that lived it's life near the ocean due to the salt air. However, just because the dealer is near the ocean, does not mean the car lived there. Check the history of the car and where the owner lived. A car near fresh water is of no concern.
