Depending upon the state you live in, it is usually not illegal. In fact, there are some public transportation systems that use a tractor attached to a fifth wheel (Passenger) trailer that looks much like a city bus except for the tractor and fifth wheel. These are not common, but have been used as I seen a picture of one in a big city once.
Added: SOME states (but not many - you will have to individually check the states you wish to drive through) do allow it, but I believe that the ones that do, require some kind of communication between the tow vehicle and the trailer.
