Sadly, no there is not. You can get from Tampa to St. Pete, Clearwater, or Brandon, and thusly to those places from Brandon as well, but none of the lines connect to Sarasota or Bradenton. I've tried many ways, but no MCAT, SCAT, PSTA, HART, or other bus lines connect these 2 cities. The closest you can get to Sarasota via bus from the north is south St. Pete, but then there's still the skyway bridge to contend with. Once over the skyway, you can pick up the SCAT, but that doesn't really help those of us without a car much. Hopefully someone will change this sometime, but for now, we're stuck.
