There is probably shorted wiring, or the fuse is blown. Depending on the model year and make, the fuse box can be located under the driver side dashboard, or under the hood. I suggest buying a $10 test light and testing all your fuses, that way u can tell if it bad wiring or a bad fuse.
It could also be a broken fan belt

Cooling fan not working, or your cooling system needs a complete service. The cooling fan should be on continuously when the A/C is on.
You could be leaking coolant, your blower fan might not be working, etc.
Which fan is not working? Engine fan or HVAC fan?
circulating fan is probably not working when car is moving it works with outside airflow, check for blown fuse
