Is the steering wheel loose or is the steering components worn so badly that it appears to be loose. Either way, this is a very dangerous situation. Get this repaired immediately. More than likely you have a tilt colum.There is a inherent problem with these since conception. At the bottom of the steering "bowl" there are 4 inverted torq bolts that have a tendency to work loose,usually from using the steering wheel to pull yourself out of the vehicle after a long period of time they lose their torq.You have to dissassemble the colum to the point where they are accesible,you will need a special lock ring depression tool to do this,they are available at most local automotive parts stores,once you get to the point where you can see the bolts you can use a 1/4 drive extension w/ a 5/16 6 point socket to reach down to the bolts and tighten them.
If the steering wheel on a 1990 Chevy 2500 feels loose, one or multiple bolts may need tightening. Threadlocker might need to be applied to the bolts to prevent them from coming loose again.
Tire out of balance, bent wheel, belt broken in tire, loose or worn steering components, loose wheel bearing, loose lug nuts, or suspension parts worn.
Take horn apart, remove center nut & use a steering wheel puller (carefully, when they break loose, it can be fun)
look under the panel under the steering wheel . look for a silver bulb
