Several causes,

1, it could just be condensation that has formed in the exhaust system being forced out with the exhaust gases, the soot is a build up of carbon deposits from the fuel, heavy build up generally means that your engine is running too rich (too much fuel in the air/fuel mixture).

2, if there is a lot of water coming out after you have gone several miles/Kms then in all probability the head gasket is blowen, allowing water from the cooling system to enter the piston. Check the coolant level in your radiator.
