Your air conditioning system probably has an inadequate intake vent. The vent is not big enough for the power of the system, so it's really sucking air hard through the intake. This is very common in home air conditioning systems. I don't know why! I can't imagine that it's good for your compressor and handler.
There a couple of fixes that will at least stop the noise. One is to bend the vanes on your intake cover so they're more open. In my case, I found something simple: The frame around the intake vent was not flush with the ceiling, so air was whistling through there. I cut some strips of paper and fit them into the gap. Voila! No more whistling. You could also caulk around the frame to seal it real good.
These are easy fixes, but they don't solve the real problem of inadequate intake vents for the tonnage of the system.
