Sounds like heater core is leaking and needs to be replaced You probably have a leak in the heater coil of the air conditioning system. You can either get the coolant flow to the heater coil shut off (cheapest) and get along without heat in the car, get the heater coil repaired (iffy), or get it replaced (maybe get a used part from an auto salvage yard.

Answerremove the lower dash on the passenger side. This is not a fun job.
it does not switch between cng and gas all the switch does is changes the dash board fuel switch to show how much gas in in your tank when you are running on CNG
Check for a sickly sweet smell. The heater core is probably leaking coolant into the floor. The core is not repairable but can be replaced.
Blower motor resistor is bad. It is a little circuit board with resistors on it that changes voltage to the blower motor. When it goes bad, you get full speed only.
the relay or fuse is under the dash board in the drivers side. you will need a flash light but it should be marked on the fuse box. on some of the cavaliers it is not the relay but the positive connection to the horn it self could be coroding. use sandpaper and reconnect.

Just guessing without having it in front of me but, I would suspect the roller dimmer switch on the dash. I know that if it is unplugged, all dash lights go off. So check the plug-in for a short.
