It means you have a problem!!! The computer has picked up a sensor that is reading out of spec for what it's intended to monitor. Here's how you can check the codes yourself on your Neon.
Turn the ignition switch to the on position .... not the start position for this procedure. You will have to go ON/OFF/ON/OFF/ON within a 3 second time span .. the third time to the on position leave it in the on position and watch your check engine light. It will flash and pause in an order like this
FLASH ... pause ..... FLASH FLASH ....... longer pause .... that would be a code 12 meaning the battery has been disconnected within the last 50 starts. The flashes are slow so don't get worried that you'll have to count really fast. It's pretty user friendly. :)
pay close attention to the flashes and I would suggest having a pen and paper with you so you can write down the codes as they appear.
You can do this as many times as you like to make sure you have the codes right.
If you see 5 flashes pause 5 flashes ..... you're done. That's code 55 meaning the computer has finished giving you codes.
Some Neon's in that year also had OBDII compatibility which means a trip to Advance Auto or Auto Zone and they will hook up a code reader to your car and tell you what sensor is At Fault. You will see a plug in just under the dash above the hood release that has alot of little squares in it ..... that's the OBDII connection. Although the car may have OBDII, the on/off/on/off/on with the key, will indeed work.

ONE thing that will do this is disconnect the battery , then reconnect the battery but if the check engine light comes back on then take the veh to the garage for more diagnosing of the systems
A Dodge Ram will have a check engine light appear when the engine needs to be serviced. You can reset this light by following the directions in your manual or by having your mechanic do it.
You will need to get the cause of the check engine light repaired.
Check the vacuum lines on the driver side of the engine.
