You would have to use a cycling clutch air compressor connected to pressure sensors in the tank. Otherwise, the tank would overpressurize and rupture. The problem with this method, aside from it being excessively complex, is that it leaves no means to drain moisture out of the tank.
Well, if the tank originally came with the drains (which are nothing more than poppet valves), the holes for mounting them should still be there - they're probably been plugged with a bolt or something of that sort. Replace them. If the tank wasn't designed that way, then it has (or had) a pressure guage and cutoff switch which would either cycle the compressor clutch off, or open the circuit which powered the compressor to make it stop.
