the shop I go to said that my 2000 Jetta would not pass the smog check when the catalytic converter went bad.

Normally when catalytic converters become clogged and need replacing there is a reason for this. Something caused the converter to become clogged. Unless you fix the problem the new converter will just become clogged like the old one. If the check engine light is not on and the vehicle is running perfectly with the new converter then it will more than likely pass the smog test.
I never replace it ,only if you need to like before a smog test so it can pass emissions
The easiest method is to remove it, and plug the ports on exhaust manifolds and catalytic converter.
absolutely it will have more power however it wont pass the smog If it is a 1996 or later model the computer will try to adjust for the incorrect oxygen sensor readings ,due to the missing cat. This can and will hurt power and economy. Plus it is very illegal to remove a catalytic converter.
its goes to the smog pump which pumps oxygen into the cat to help the burning process and increase the cats life
A belt driven or electric motor air pump pumps fresh air into exhaust system before the catalytic converter.
It came with one from the factory, however, your individual state lasws will vary, as to protocol today. Call a muffler shop, or smog shop.
