No, nearly all 1970 455s are drilled for four bolt mains, but fitted with two bolt caps. Only a few high performance models actually got the four bolt caps from the factory.

I just purchased (Dec 08) a used Browning A-Bolt Medallion with composite stock, BOSS, Browning fitted hard case and Tasco 3-24X scope, all in 98% condition, for $600.
A new bolt would have to be fitted to the action to get the proper head space. You are best off if you can ship it to Browning and have them do it. If that's not possible, find a good gunsmith to do the job right.
It doesnt have a conventional filter. It will have a bolt on the opposite side to the sump bolt which when removed will have a spring then a small gauze basket filter. This can be cleaned with a solvent and re-fitted. I have never had to change one but if it is damaged then you will probably want to replace it.
