ARC stands for Accurate Radius Curvature. The lens is thicker at the optical center and thins out toward the edges of the lens. This is better because when light waves from the sun hit an aggressively curved standard sunglass lens, the light refracts causing distortion, which reduces optical clarity, causing distorted vision and/or headaches. Most ARC lenses overcome this potentially dangerous problem by tapering the thickness of the lens towards the outer edge, thus allowing light waves to be delivered to the eye with no refraction or distortion. This results in greater optical clarity.

If by gas welding you mean-oxyacetylene welding. The difference is just that arc welding requires a darker shade of lens. When oxyfuel gas welding (OFW) usually a shade 5 lens is recommended. When arc welding, a minimum of shade 10 lens should be used (actually shade should be determined by amount of current used).
I do not believe the gas itself will change the arc brightness much, if any at all, but if you need to change your amperage to weld quicker because of the gas i.e. more amps to weld overhead using Argon (because its heavier than air) then you would need a darker lens. its best to simply match your amps and shade. A shade 12 is fine for most arc unless you go over 300 amps.

The 'arc' in arc welding is not an acronym but in turn is a reference to the electric arc that is being generated during the welding process.
In arc welding the electrode (welding rod) is held just a little space away from the workpiece and electric current jumps from the electrode to the work piece carrying material from the rod with it. This material is deposited at the weld site mixed with molten metal from the workpiece. The jumping current is referred to as the arc. You can see it if you are wearing welding glasses with the proper dark lens. Looking at the arc without eye protection will often result in a splitting headache later and, if done recklessly and too long, permanent eye damage can result---in other words, blindness.
