An international driving licence (or license) is a multilingual guide to the information on the driver's license issued by the government in your country, state, province, etc. The international driving licence does not allow you to drive without your government-issued licence, it simply allows authorities in other countries to understand the information on that licence.

Is there a difference between an International Driving Permit and an International Drivers License?

The international driving permit is a translation of your licence. It needs to be presented with your full licence, whatever the issuing country. The international driving licence is just that. it is a licence in it's own right. If you have a full driving licence from a country that is recognised by the international driving permit scheme then you only need a permit.

where could i change my local driving licence in international driving licence?

To obtain an international driving license, you typically cannot directly convert your local driving license. Instead, you need to apply for an international driving permit (IDP) in your home country. Here's a general guide on how to do this: Check Eligibility: Ensure that you are eligible to apply for an IDP. Requirements may vary by country, but generally, you need to be at least 18 years old and possess a valid local driving license. Contact Relevant Authorities: Get in touch with the local government or licensing authority in your country that issues international driving permits. This is often the same department that issued your local driving license. Application Form: Obtain and fill out the application form for an international driving permit. You may be able to get the form online or from the licensing authority's office. Supporting Documents: Prepare the necessary supporting documents, which usually include a copy of your local driving license, passport-sized photos, and a completed application form.
