It means it is time to get your brakes fixed, ( Likely past time). You are low on brake fluid- probably a leak in the system. The noise may be worn out disks or brake pads or merely the brake pedal which is not supposed to go to the floor.

Sounds to me like you have a brake fluid leak somewhere in the system. Check the level of brake fluid in the reservoir. If the reservoir is full you may have a bad master cylinder with a "blow-by" condition.
