Lift pump on a 2007 dodge 2500
The original location was on the driver side of the engine, just above the starter. Dodge/Cummins changed the parts to the new style goes in the fuel tank. Most aftermarket diesel performance shops put a lift pump along the frame under the truck.

Lift pump pressure is only about 10 psi. Cummins actually does not put a spec on it. They put a spec on how much volume the pump is putting out. Should be more that 500ml in 30 seconds. The high pressure side of the system will vary from 5000 psi to 20,000 psi.
The 2003 has an electronic lift pump. The system is self priming if the lift pump is working.

My truck is also a 1999 3500 and the press. is about 13 - 14 psi before the filter on a stock lift pump,after the filter you lose about a pound depending on how dirty it is.
The fuel lift pump is located on the left-rear side of the engine cylinder block above the starter motor
The original location was on the back side of the fuel filter housing. The parts kit from Dodge moves it into the fuel tank.
The lift pump must have failed, or the pick up tube in the tank has broken.
