there were no 5.3 in production in 1988; but on a small block Chevy in 1988 you should have 22-25 psi
In late 1987 Chevy went to fuel injection fuel system and that requires an electric fuel pump to deliver the correct fuel pressure so the engine will START and RUN. So after 1987 Chevy started putting an ELECTRIC FUEL PUMP inside of the fuel tank on all Vehicles.

The fuel pump surging at first could be caused by the fuel pressure bleeding off and the pump has to build the pressure up.
