I just got a ticket today for folding the top and bottom of the front plate so that only the numbers and letters show. The ticket was Motor Vehicle Act MVA 3.02 for $196 which the officer wrote the description as Improper Display of License Plate. Funny that the actual MVA 3.02 description is "3.02 A number plate shall at all times be securely fastened in a horizontal position to the vehicle for which it is issued." So in my case I am going to fight it as based on the law and what he sited me for (and took an iPhone photo of), I had my front plate securely fastened in a horizontal position. Fight the Power!

If it was unlawful to have the letter "Q" appear on a license plate the province wouldn't issue such a plate.
Not illegal, they just don't use the letters I, O, Q, U, Y, or Z.

Yes you must have a front plate in British Columbia.The B.C. Motor Vehicle Act Regulations states:3.011 Number plates issue under the Commercial Transport Act or Motor Vehicle Act must be attached(a) one plate to the front and one plate to the rear of the vehicle, if 2 number plates are issued for a vehicleSo, what that means is, if your insurance provider gave you two plates, then yes you need to display both of them.
There are no restrictions on where you can drive (unless otherwise noted).

Yes and no, respectively. It is illegal in Alberta if it is not a part of a "specialty" group like the Veterans Group. In BC, it still is law that a vehicle have licence plates both on the front and back of the vehicle.
I think you would be able to convert it, you have to contact the DMV office in Ontario who should be able to help you out.
No you don't have to have a license but it would make since to have one bc then mom and dad or some one will have to drive u every where
