Based on my experience and research, there are a few simple rules for window A/C. The easiest way to achieve better efficiency is to raise the temperature of the unit, so it does not work to make the room as cold. Additionally, many units have an "energy save" or "power save" or "efficiency" feature... which simply shuts off the fan for a majority of the time the compressor is not running. Under normal operation, the fan stays on continuously, regardless of the compressor state.
Something else to keep in mind is the fan setting... setting your unit on high may cool the room more quickly, due to better air ciruclation. However, less humidity will be removed from the air this way which might make you feel as though the air less comfortable and needs to be colder. If you are using your unit on high fan setting but the air doesn't feel as comfortable as you would expect, try using low (or medium if you have that option) and you may find that lower humidity may allow you to set the unit higher to conserve energy.
Most importantly, gauge your settings as to what is specific for your climate and your home.
