Handbrake and foot brake use different callipers - the handbrake only works on 1 set of wheels (front or rear) whereas the foot brake uses separate callipers on all 4 wheels. In your case, I would guess the handbrake calliper on the affected wheel has failed. Other, foot brake callipers and disks obviously working OK.

put pressure on the piston(c-clamp works good). If it doesn't push in petty easy, then open bleeder. if that doesn't work, replace calliper. if that did work, replace brake hose.

your brake pads are sticking in the callipers a bit. Remove them, clean up where they sit in the callipers, put copper grease on the back of the pads and the arms where they sit on the calliper, and job done. Make sure not to get copper grease on the pad itself, otherwise you will have trouble stopping until it burns off!
The purpose of a drum brake is to come to a complete stop with any veichle that may have drum brakes in the rear of the car.
